Jaan E. Sidorov, MD, MHSA, FACPChair
Internal Medicine
Jaan E. Sidorov, MD, MHSA, FACP, has been a Director since January 1, 2009. He served as Secretary of the Board from June 2010 to June 2011, and also currently serves as a Director of PMSLIC Insurance Company, a wholly owned subsidiary of NORCAL Mutual. He is a seasoned primary care physician with extensive knowledge of health insurance, corporate governance, health service research, disease management and health care quality. He has authored more than 35 peer-reviewed publications.
Patricia A. Dailey, MDVice Chair
Anesthesiology
Patricia A. Dailey, MD, has been a Director since January 2004. She has served as President of the California Society of Anesthesiologists. Dr. Dailey has been engaged in practice as an anesthesiologist in San Mateo County for more than nineteen years. Currently, she is a Director of Mills-Peninsula Medical Group.
Sandra L. Beretta, MDSecretary of the Board
Obstetrics & Gynecology
Sandra Beretta has been a Director since June 2011 and a member of the Claims Advisory Committee since 2003. A past Department Chair of Obstetrics and Gynecology at Mills-Peninsula Hospital, Burlingame, CA, Dr. Beretta has been a practicing OB-GYN for nearly two decades. She is a managing partner of a private practice partnership in San Mateo, CA.
Fabiola Cobarrubias, MD, MBAHospitalist
Fabiola Cobarrubias has been a Director since September 2012, and has served as a hospitalist consultant to NORCAL’s Claims Advisory Committee since 2008. She is a hospitalist at California Pacific Medical Center, where she held the position of Medical Director-Hospitalist Service from 2004 to 2011. She is also a founder, past president and current board member of Pacific Inpatient Medical Group.
Alice H. Gannon, FCAS, MAAA, CPCUSenior Vice President & Chief Actuary, USAA
Alice H. Gannon has been a Director since June 2009. She is an actuary who has worked in the insurance industry for more than thirty-three years. Ms. Gannon draws satisfaction from working with companies that offer the best possible service and value to their policyholders. Her career includes long service at USAA and consulting for a number of firms. Ms. Gannon’s background in the insurance industry serves the board well. Her unique perspective and actuarial expertise help NORCAL Mutual continue delivering outstanding service and value.
Roger M. Hayashi, MDVascular Surgery
Roger M. Hayashi, MD, has been a Director since 2004. He has served as a surgical consultant to the Claims Advisory Subcommittee since 1996. Dr. Hayashi has been a vascular surgeon in Santa Clara County for twenty-five years.
M. Diane Koken, JDLegal Consultant
M. Diane Koken, JD, has been a Director since February 2008. She has been an attorney and insurance professional for more than thirty years. Ms. Koken served as the Pennsylvania Insurance Commissioner from 1997 to 2007, and as President of the National Association of Insurance Commissioners from September 2004 through December 2005. Prior to that, she worked as vice president, general counsel and corporate secretary for a Philadelphia-based life insurance company. Ms. Koken is currently a consultant and Director of Nationwide Mutual Insurance Company and Nationwide Mutual Fire Insurance Company. She also is a member of the Advisory Board for the Center for Ethics in Financial Services at The American College.
Steven J. Packer, MDPresident and CEO, Community Hospital Foundation
Steven J. Packer, MD, has been a Director since January 1, 2013. He also currently serves as a Director of Medicus Insurance Company. He is President and CEO of Community Hospital Foundation and its related companies, including Community Hospital of the Monterey Peninsula, Monterey, CA. He assumed this position in January 1999, after serving as Chief of Staff of the hospital and Medical Director of the hospital’s Intensive Care Unit. He is Chair of the California Hospital Association, and he serves on the board of the Hospital Council of Northern and Central California.
Rebecca J. Patchin, MDAnesthesiology
Rebecca J. Patchin, MD, has been a Director since 2011. She is an anesthesiologist and pain management specialist in Loma Linda, CA. Dr. Patchin is also an assistant professor of anesthesiology at Loma Linda University School of Medicine, from which she received her medical degree in 1989, and serves on the medical staff of Loma Linda University Medical Center. Active in organized medicine, she has been a member of the American Medical Association Board of Trustees since 2003, serving as chair in 2009–2010. She has sat on the board of directors of both the California Medical Association and the California Society of Anesthesiologists.
Scott C. SyphaxPresident & CEO, Nehemiah Corporation of America
Scott C. Syphax has been a Director since 2011. He leads the Nehemiah Corporation of America (NCA), a not-for-profit community development corporation based in Sacramento, CA. NCA is the nation's oldest and largest provider of private downpayment assistance. Mr. Syphax serves on the board of directors for the Federal Home Loan Bank of San Francisco and on the Sutter Health Sacramento Sierra Region Board of Trustees. He also serves as Vice-Chair of the Corporate Fund Board for the John F. Kennedy Center for the Performing Arts.
